निर्देश :(96-100) निम्नलिखित गद्यांश को ध्यानपूर्वक पढि़ए और प्रश्नों के उत्तर दीजिए। 1929 की अमरीका की आर्थिक मंदी से वहाँ और दूसरे पूँजीवादी देशों में भी उत्पादन और विदेशी व्यापार में बहुत बड़ी गिरावट आयी। जनता की आर्थिक स्थिति खराब हो गई और बड़े पैमाने पर बेरो़जगारी फैली। दूसरी ओर सोवियत संघ में गिरावट ही नहीं आई बल्कि 1929 और 1936 के बीच पहली दो पंचवर्षीय योजनाओं से सोवितय संघ का औद्योगिक उत्पादन चार गुना से भी अधिक हो गया। विश्वव्यापी मंदी के कारण पूँजीवादी प्रणाली बदनाम हो गई और लोगों का ध्यान मार्क्स वाद, समाजवाद और आर्थिक योजना के विचार की ओर गया। जनता खासकर युवक, म़जदूर और किसान समाजवादी विचारों की ओर खिंचने लगे। राष्ट्रीय आंदोलन के आरम्भिक दिनों से ही उनका झुकाव निर्धन जनता की ओर था। 1917 की रुसी क्रांति के प्रभाव से, राजनीतिक मंच पर गाँधीजी के उदय से, तथा दूसरे और तीसरे दशकों में शक्तिशाली वामपंथी गुटों के बनने से यह प्रवृत्ति और म़जबूत हुई। कांग्रेस ने कराची अधिवेशन में जवाहरलाल नेहरू के आग्रह पर एक प्रस्ताव पारित किया। प्रस्ताव में जनता को मूल नागरिक अधिकारों, जाति, पंथ, लिंग के भेद के बिना कानून के आगे सबकी समानता, सार्वभौमिक बालिग मताधिकार के आधार पर चुनाव तथा मुफ्त और अनिवार्य प्राथमिक शिक्षा की जमानत दी गई थी। लगान व मालगु़जारी में काफी कमी, लाभहीन जोतों के लिए लगान माफी, खेतिहरों के कर्जों में तथा सूदखोरों के नियंत्रण से राहत, जीवनयापन में काफी कमी, लाभहीन जोतों के लिए बेहतर दशाओं, महिला मजदूरों के लिए काम के सीमित घंटों और सुरक्षा, म़जदूरों तथा किसानों के लिए संगठित होने और यूनियन बनाने के अधिकार तथा प्रमुख उद्योगों, खदानों और यातायात के साधनों पर राज्य का स्वामित्व या नियंत्रण जैसे वादे भी इस प्रस्ताव में किए गए थे। 1934 में आचार्य नरेंद्र देव तथा जयप्रकाश नारायण के नेतृत्व में ‘कांग्रेस समाजवादी पार्टी’ की स्थापना हुई। 1939 में सुभाषचन्द्र बोस ने ‘फॉरवर्ड ब्लॉक’ की स्थापना की। फॉरवर्ड ब्लॉक की स्थापना कब और किसने की?
